I think the important points are: 1) This program will promote discremination to a point that customers start to leave TW. Except if all ISPs/Content providers go with this model then consumers have nowhere to go. 2) I absolutely agree that this is an attempt by telecommunications companies to shift the burden of investment to consumers or postpone investment entirely. 3)The telecommunications industry in the US is aimlessly wandering without any clear direction.
